Crush soaked rice coarsely in a mortar and pestle.
Add milk in a heavy bottomed pan & bring it to boil.
Add crushed rice, mix well & cook for 3-4 minutes.
Now, add cardamom powder, dry dates, raisins, almonds and melon seeds, mix well & bring it to boil. Cover it partially & cook on low flame until 40% milk is reduced (25-30 minutes) then mash well to desired consistency with the help of wooden masher.

Garnish with almonds, dried rose petals & serve.
